What it the C#/.NET/NuGet equivalent of peer dependencies of npm?

Assume that Nuget package Acme.Sample.Localizations.Spain is the extension for Acme.Sample, thus:

Acme.Sample.Localizations.Spain is not intended to be used without Acme.Sample Although Acme.Sample.Localizations.Spain depends on Acme.Sample there is not need to include the code of Acme.Sample to attributable of Acme.Sample.Localizations.Spain because Acme.Sample must be installed with Acme.Sample.Localizations.Spain to consuming project

In npm, such problem is been solved by peer dependencies functionality. In modern version of npm, the peer dependencies are been installed automatically with packages on they depends.

What about C#/.NET/NuGet?
