Stuck in tutorial hell after 4 years: How do I build websites and think independently?

I have been coding for about 4 years now. I have watched numerous courses and followed many tutorials, but I am facing a major roadblock: I still can't build beneficial websites or figure out how to think like a developer on my own. Whenever I start a project from scratch without a tutorial guiding me, I completely freeze and don't know how to write the code or structure the logic.

I feel stuck in "Tutorial Hell" and don't know how to bridge the gap between watching someone else code and building something functional by myself.

For those who have been in my shoes, what practical steps should I take to break this cycle? How can I train my brain to think programmatically and start building real-world projects independently?
