Semantics of text in web pages

If I have a web-page that contains something akin to:

The shop has a wide range of goods available:
* In the bakery department, we have a range of flours including all purpose flour, whole wheat flour, self-rising flour, rye flour, gluten-free flour, and almond flour
* In the cake-making department, we have mixed dried nuts, mixed dried fruits, currants, raisins, cinnamon, and nutmeg

then it is self-evident that the content is a paragraph, followed by a 2-item (unordered) list. Life is good, I don't think anyone would argue this point.

HOWEVER!

I am wondering if each item in the list is actually it's own "Paragraph and unordered list" (visually styled to be all inline)

If so

Should the comma (and the final conjoining term) be in text, or added through CSS?
