Based on quick guesses and deductions, regarding the need to terminate running apps during uninstallation and ensuring all files in the directory are completely deleted after uninstallation, my quick thought is that this is handled by WiX settings, since the installer is packaged by jpackage through WiX. Therefore, my solution would be to look into the WiX settings.
