Disable pull/swipe down to refresh on android

Is there a terminal command or ADB or any possible way to disable or prevent pull/swipe down to refresh on Android?

I despise this feature and want it gone altogether. Some apps like Firefox browser have a setting that you can disable or enable it but others like duckduckgo browser do not. So I am wondering if there's any way to just disable it system wide?
