Creating new columns derived from existing column in pandas dataframe

I work with Pandas, which is the project I'm currently working on.

This is the dataframe:

I try to divide the "place_with_parent_names" to 3 columns ("country", "state", "city").

This is the code:

df1[["country", "state", "city"]] = df1['place_with_parent_names'].str.split("|", expand=True);

But, I get this error:

ValueError: Columns must be same length as key
